Courses Section
The course is open to NATO partnership
for peace and Mediterranean Dialogue personnel
and to civilians engaged or interested in humanitarian
activities. The aim of the course is to provide
the student with a thorough understanding of
the definition, aim, components, principle tasks,
functions and organisation of Civil-Military
Cooperation at the tactical level and a basic
understanding at the operational level. The
student will be able, after receiving additional
mission orientated training, to deploy forces
and assume Cimic duties within formations (Multinational CIMIC Group, Cimic Task Forces) and headquarters
(e.g. S5/G5 - reinforcement personnel in Battalion
/ Brigade / Division staffs) or agencies.
Contents
1. NATO/UN/EU organisation, tasks and activities
related to Cimic operations including a definition,
goals and a short history of Cimic. (1)
2. Cimic concepts:
- NATO Cimic policy, doctrine and organisation
and Cimic principles in Article 5 and CRO operations.(1)
- UN/EU Cimic policy, doctrine and organisation and Cimic principles
in CRO. (2)
- National experiences. (1)
3. Cimic experiences in recent and current missions, including: (6)
- Examples of peace agreements and the implications
for military missions.
- Cimic aims, structure, organisation and operational
use.
4. The impact of the civilian environment on Article 5 and crisis response operations CRO including:
- Legal aspects. (1)
- The importance of institutions, economy, ethnic
groups, religions and social systems in the
mission area. (2)
- Aims, principles, organisation, tasks and procedures
of IOs, GOs and NGOs. (5)
- Areas and methods of cooperation between the
military and civilian institutions and organisations.

5. The NATO Multinational CIMIC Group: (4)
- Task and organisation.
- Principles and practice in preparing and conducting missions.
- Cooperation and support for national S5/G5
staff elements.

6. Cimic tactics, techniques and procedures
- Cimic tasks, Cimic staff work and staff relations
especially for the cooperation with PSYOPS (psychological
operations), PIO (press information officer)
and G2 (intelligence staff officer). (4)
- Staff operations and organisation (G5 cell
- Cimic unit - Cimic centre). (2)
- Cimic contribution to the operational planning
process and engagement/ operation orders in
Article 5 and CRO. (2)
