Functional Specialist
Course 15th - 19th November 2010
The course is open to NATO, Partnership for
Peace, Mediterranean Dialogue personnel, and
to civilians engaged or interested in humanitarian
activities. The aim of the course is to provide
the functional specialist (FS) and all the attendees,
with a basic understanding of the principle
tasks, functions and organisation of CIMIC in
NATO, and to enable the FS to fulfill his special
duty as a member of CGS, especially in crisis
response operations (CRO).
Contents
1. NATO Cimic doctrine, organisation and procedures.
-Cimic doctrine: aims and limitations, political
impacts.
-Cimic organisation in NATO.
2. Organisation and procedures of Multinational CIMIC Group.
-Principles.
-Cooperation with other staff elements and units
in the mission area.
-The role of the FS in the Multinational CIMIC Group.
-Procedures for FSs going into a mission area,
especially with respect to administration, logistics
and equipment.
-Cooperation with other Cimic personnel in support
of the FS.
-Training and education opportunities in the
CGS Regiment for FSs.
3. Civilian agencies.
-Role, opportunities and limits of IOs/GOs/NGOs.
-Cooperation with IOs/GOs/NGOs especially in
project management.
4. Sources of information.
-The professional expertise of the Multinational CIMIC Group Regiment.
-Country survey, area assessment, operational
reports.
-Specific military sources (HUMINT, PSYOPS-
psychological operations).
-Civilian sources.
5. Planning and implementation of projects.
-Cimic planning process.
