
Full Operational Capability
The aim of Multinational Exercise “GREAT RESULT 06”, which takes place from 16 to 20 October 2006 at Multinational CIMIC Group in Motta di Livenza, is to exercise NATO’s ability to cope with the management of a sensible transfer of power to local authorities and to detect the population’s basic necessities and needs in a country ravaged by interethnic conflict. The exercise aims to prove and evaluate the unit’s operational capability in order to reach the official NATO acknowledgment of its Full Operational Capability (FOC). “GREAT RESULT 06” is based on an international crisis scenario, characterized by interethnic tensions between two neighbouring countries and leading to the Coral State invasion of the Opalese Republic. Consequently UN first negotiates a ceasefire between the two parties, and then approves a resolution with which the Security Council requests the deployment of an Interposition Force to monitor the respect of peace agreements. In order to meet the UN General Secretary’s request, NATO disposes the deployment of a Task Force of three multinational brigades with the support of a Cimic Support Unit at Coy (Company) level. Each Cimic Unit has the task of creating a Cimic Centre. The operational situation is further complicated by half a million refugees in critical condition, helped by about one hundred humanitarian organisations. Multinational CIMIC Group must establish a network of relationships with the aim of coordinating NATO force activities with all civil actors present in the area, and evaluating the population’s necessities with the employment of Functional Specialists. Cimic Centre A Cimic Centre is an area where contacts, links, cooperation and coordination among military forces, local authorities and International Organisations (both governmental and non-governmental) take place. Its front desk represents the main point of contact with the local population and with the assistance of functional specialists. It also draws up and carries out reconstruction projects to restore infrastructures and essential services in the area of responsibility. Deployable Module The Deployable Module is a Cimic specialist team, with a high operational readiness profile, originated from the Multinational CIMIC Group HQ on a task-based approach. It has coordination, command and control over Cimic assets operating in the field, and provides specific advice on the issue of Cimic to the Force Commander. |
